Contract Needs To Be Notarized In San Francisco Only?

I had another issue with a customer a few weeks ago claiming she was told by an out-of-state attorney her surrogate (birth) contract had to be notarized in San Francisco. This meant the couple had to drive 2 hours from Sacramento so I made sure they confirmed the gas guzzling drive was necessary.

I’ve only heard of this city jurisdiction requirement for notaries obtaining commissions. I guess a lawyer would know about this issue but was wondering if anyone’s come across it before?

Signed in San Francisco (who would know?) or required that the notarization show the venue in San Francisco county.

(note) there’s no such thing as a city jurisdiction, only a State jurisdiction.
