I live in California. We are fortunate that there are relatively few notaries in our most populated state. To effectively reach out to your fellow Californians, you need some form of notoriety. You can sign up with middlemen and maybe get enough loan document work to break even, or you can run ads for general notary work. The latter will cost you too, but at least you get to keep all the fees.
