My current commission has a seal of the Wisconsin Department of Financial Institutions and a signature which I received online on my commission date. My first commission was in 1976 and I received a certificate signed by the governor with a raised seal. To my knowledge they have not done that for at least the last thirty years. A PDF with signature and seal should be sufficient for the requesting party. If not, they should explain why not.
