PA title transfer help

I often get Pennsylvania Titles to be notarized with the seller signature on it. But It unclear to me whose signature is supposed to be notarize, is it the seller or the buyer? I always think it’s the sellers signature but I could be wrong. I called NNA Hotline and those professionals were no help. Here’s a picture of the title.

I don’t suppose we need to know your state to answer your exact question. But things might come up during the discussion where your state would matter.

The state that I am in is New York.

In Pennsylvania, it is ALWAYS the seller that signs off on the title AND certifies the mileage on the upper left side of the back of the title. That person is the one you should notarize. The buyer will have a separate transaction when getting a new title for the vehicle.
