AB 1597 — California’s Notary Fee Modernization Bill — has officially been assigned to the Assembly Judiciary Committee and is awaiting a hearing date. With the bill now moving forward in the legislative process, we are launching our statewide grassroots letter campaign to demonstrate broad public support for modernizing California’s notary fee structure and expanding access to essential notarial services.
Today, the California League of Independent Notaries is calling on notaries, education providers, legal professionals, signing services, real estate and financial service professionals, and members of the public to join this effort.

Our goal is to collect 1,500 letters of support before the end of February.
That may sound ambitious — but it is absolutely achievable.
If just 300 notaries send a letter, and each of those notaries invites:

to also send a letter, we will easily reach our goal.
This is exactly how grassroots advocacy succeeds — one voice at a time.
Why These Letters Matter
Lawmakers take constituent letters very seriously. They are one of the most effective ways to demonstrate real-world impact and community support.
When California last updated notary fee caps in 2016, it required more than 1,100 individuals writing in support to help move the bill through the Legislature and ultimately get it signed into law. We must meet — and exceed — that benchmark again.
AB 1597 is not just about increasing fee caps. It is about protecting consumer access to critical services Californians rely on every day for housing, healthcare, legal matters, financial transactions, and more. Modernizing the law ensures that notaries can continue to serve the public in every corner of the state.

All letters submitted through the Action Center will be compiled and delivered directly to the California Legislature in support of AB 1597. Personal information is used solely for legislative advocacy purposes and will be handled in accordance with CLIN’s privacy practices.
The Clock Is Ticking
We have only until the end of February to collect and deliver these letters before the committee hearing window closes. This is our opportunity to show lawmakers that Californians overwhelmingly support modernizing notary laws to strengthen public access.
