I have a client who wants a “Certified Copy of Electronic Record,” aka “Declaration of Authenticity.” I am to print, notarize, and mail the document, along with a $ 33 money order, to the county.
¿How much should I charge?

Whatever you decide as a fee…get the money in your hand or bank account before you even print.
Assuming I found the right person, and OP is in FL, you can charge the statutory notary fee for copy certification in addition to the $33 payable to the county and postage; you may tack on reasonable travel/time charges if you have to go to the post office.
F.S. 117.105, Section 12(a), 12(b) and 12(c) address the procedure and proper certificate - not sure if you needed that information but I added it in just in case.
I agree with @Arichter - make sure you get all money in hand before doing anything
