YES. You can rely on your state’s notary statute Wisconsin Legislature: 140.07 which very clearly says a valid passport is an acceptable form of ID.

I am not a notary, and do not care whether the rules in this situation were followed to the exact instruction of the state regulations, or were misinterpreted. As long as the conversation remains civil, the discussion can continue.
