I completed a signing with Celtic Signings through Notary Resume| Signing Order, which stated 30 net, and I still have not received payment. Has anyone else had issues with them?
When did you do the order? Maybe it’s not net 30 yet.

You may already be cognizant that it’s very important for you as a business owner to vet your potential clients PRIOR TO performing any professional services for them.
A cursory Search of the Notary Cafe database will yield productive results on most business entities & be supportive of your efforts to ensure you’re paid for the professional services you have successfully provided.
That particular business entity has an extended history of Non-Payment issues with longtime members of the Notary Cafe forum. Reference this direct Notary Cafe url for the listing of threads including one that speaks of Class Action:

I reached out on Snap at net 60 and no response. At net 90, I sent an email with no response. Yesterday, there was an order from them in my area and I decline due to non-payment. He finally responded, apologized, and I received payment immediately.
