It sounds like your package is a mix of letter and legal. Go through the pdf of your documents and you should see some pages that look longer than other pages. Try printing one of the long pages and one of the short pages on legal size paper. You will see a difference in the way the pages fill the legal size. My guess is that you were printing everything on letter size. If you want to print one size, check with the client first.
I have printed docs as sent and the type has been smaller than usual. That was the way they sent them to me. I have not had a problem.
Sometimes I just print it all in legal and cut it later
